The Verkhovna Rada of Ukraine has adopted the Law of Ukraine No. 4531 “On Amending Certain Laws of Ukraine to Resume Competitions for Public Service Positions and Other Public Service Issues” on second reading and in general. 289 people’s deputies have voted for this decision.
Thus, competitions for “A”, “B” and “C” categories will be announced within 6 months since the day of coming into force of this Law. In this case, the contracts will be valid for 9 months. The category “A” includes senior public servants, “B” – heads of structural subdivisions, “C” – other public servants.
“Resuming competitions for public service positions is an important step for the stable functioning of public administration. All this time, the National Agency of Ukraine for Civil Service (NAUCS) has insisted on resuming competitions. After all, it is the competitive selection that makes it possible to attract the best specialists to public service positions. The duration of six months for competitions for all categories is optimal. After all, it is important not just to hold competitions, but to hold them on high quality level. By the way, such a position on timing was supported in the Political Dialogue between Ukraine and the EU,” said Nataliia Aliushyna, Head of the National Agency of Ukraine for Civil Service.
The document provides for:
– holding competitions in the same order as selections for public service positions. This means that competitions will be announced first and foremost for those vacancies, the appointment to which took place in April last year;
– preventing the dismissal of category “A” public servants on politically motivated reasons (the repeal of Article 87-1);
– excluding the need for public servants, who are appointed to positions in the public service or in the local government no later than the next working day after the termination of the contract for their performance of public service for the period of quarantine, to undergo a special re-check.
People’s deputies also supported the proposal to instruct the Chairman of the Verkhovna Rada of Ukraine to immediately sign this Law and submit it to Volodymyr Zelensky, the President of Ukraine, for his signature.
