The State Bureau of Investigations (SBI) announced that an indictment against the deputy head of the Customs Clearance Division and the chief inspector of the Customs Post “Zhytomyr-tsentralnyi” of Kyiv Customs Office of the State Customs Service of Ukraine has been sent to the court.
The investigation has established that the deputy head in May-August 2017, and the chief inspector of this customs in March-July 2018, systematically carried out customs clearance of vehicles without proper inspections. As a result, the value of customs payments was understated, and according to preliminary estimates, the state budget was underfunded by more than UAH 1.63 million ($60,000).
The negligent performance of duties was revealed during the customs clearance of 11 vehicles, most of which were trucks. Thus, the officers expected to receive an illegal benefit from the representative of the legal entity that owned the cars.
Hence, the customs officers are accused of abuse of authority that caused grave consequences (paragraph 2, Article 364, The Criminal Code of Ukraine). A sanction of punishment stipulated by the article is imprisonment for a term of three to six years with the deprivation of the right to occupy certain positions or engage in certain activities for a term up to three years, with a fine of 500 to 1000 tax-free minimum individual incomes, the report says.
