Ruslan Ryaboshapka is no longer Prosecutor General of Ukraine. On Thursday, March 5, at an extraordinary meeting in the Verkhovna Rada with 263 votes, expressed no confidence in him, which in accordance with the law means his resignation. Candidates for Ukrainian Prosecutor-General post, Head of the supervisory authority and the lawyer of the studio “Quarter 95” Serhiy Ionushas or the ex-deputy prosecutor general Serhiy Kiz. However, according to UA-Times, there was no final decision on Thursday evening.
Let it bleed
The General Prosecutor didn’t want to bleed the blood in parliament by no means yesterday. Back to October 2019, MP Anton Polyakov began collecting signatures for the resignation of Ruslan Ryaboshapka, but 150 signatures could not be provided. In mid-February, the media reported that Ruslan Ryaboshapka allegedly wrote a letter of resignation, as President of Ukraine Volodymyr Zelensky was dissatisfied with his work. However, then in the Office of the Attorney General said it’s just rumors.
At the same time, less than two weeks had passed as the rumors acquired solid ground. On March 3, MP Maxim Buzhansky, who is associated with businessman Ihor Kolomoysky, registered a draft resolution on expressing no confidence in Ruslan Ryaboshapka. under the document 158 deputies very quickly put their signatures with the required minimum of 150 people. The Prosecutor General is charged with delaying the investigation of a number of high-profile criminal cases.
In particular, against the former deputy secretary of the National Security and Defense Council Oleg Gladkovsky, the case of the murder of activist Katerina Gandzyuk, corruption case of Lviv’s mayor Andriy Sadovyi, as well as the silence of the investigation of the Burisma case, which, as wanted the US President Donald Trump. Will we help the Republicans?
“For more than six months in office, the Prosecutor General Ryaboshapka has not shown any activity in the investigation of the illegal activities of senior state officials,” the explanatory note to the draft resolution of the Verkhovna Rada notes.
Prosecutor general denied the allegations and hinted that businessman Ihor Kolomoysky was behind his resignation. However, the number of dissatisfied with Ryaboshapka in the mono-majority was growing. According to influential deputies from the Servant of the People faction, Ryaboshapka, unlike the reappointed Minister of the Interior Arsen Avakov, does not help in solving problems in the country.
“I will give an example. about documented case of corruption. I’m called Avakov.Three days later, they called me back from the regional police and, atthe end, the suspects get what they deserve. When you but with Ryaboshapka , there are cases when violators of the law… are promoted, ”one of the parliamentarians told UA-Times a reason to vote against Ryaboshapka.
According to the leader of the “Servant of People” faction David Arakhamia, the last straw that tipped the scales against the prosecutor general was his unwillingness to sign suspicion to the ex-president Petro Poroshenko’s case “The last straw, probably, was the non-signing of suspicion by Mr. Poroshenko. Because everything is ready to sign a suspicion, but no one does it”, Arahamia reported.
The fate of the prosecutor general, according to UA-Times sources, in Zelensky’s team was finally decided on Monday after a meeting at the Office of the Head of State. “The prosecutor general Ryaboshapka answered that it depends not only on him… Well, if not, then we will say goodbye, ”our interlocutors noted.
Just give us
However, when it came to the day of the extraordinary meeting of the Verkhovna Rada, the decision of remove fell significantly. Part of the Servant of the People faction refused to vote until know’s who is Ryaboshapka’s successor.
According to UA-Times sources from Ze-team, they wanted to appoint the former deputy prosecutor general Yuriy Lutsenko and Serhiy Kiz to the post, which, did not satisfied the parliamentarians. There were concerns that the investigations would be politically motivated.
However, according to our interlocutors, the people’s deputies promised that they would include Sergey Ionushas in the list of candidates, for whom the majority voted at the meeting of the faction and most of the “servants” eventually pressed the green buttons against Ryaboshapka.
I’m leaving to return
By 18.30, when an extraordinary meeting of the parliament began, the fate of Ruslan Ryaboshapka was already decided. The faction “Servant of the people” at its meeting made the final decision to send on vacation. The meeting was a simple formality and demonstration of oratory from all sides.
“The prosecutor general’s office is ineffective. I admite that the appointment (Attorney General, – Auth.) was a mistake and I propose to correct this mistake … No one sits and does not even go to interrogations. I ask you to do this and resign him”, said Maxim Buzhansky, the initiator of the draft resolution.
Prosecutor General Ruslan Ryaboshapka in his “last word” did not build an illusion about the results of the vote and began to talk about his achievements, one of which he called the independence of prosecutors. “An independent prosecutor cannot be forced to anything, he can only be fired. I am leaving in order to return, ”Ryaboshapka finished his speech. After that, he left the session hall of the parliament through the guest box and did not answer the questions of parliamentarians as provided for in the procedure. Deputies from the “Servant of the People” faction shouted “Shame!”.
After a short discussion, the deputies expressed their distrust of Prosecutor General Ruslan Ryaboshapka with 263 votes. Thus, in accordance with the law, he was dismissed.
At the moment, it remains a mystery who will replace Ryaboshapka. The deputy chairman of the “Servant of the People” faction Yevheniya Kravchuk, in a comment to journalists, confirmed that this could be the lawyer Sergey Ionushas. However, she added that other candidates are being considered.
