By the lake in the peremoha park “Victory” in Kyiv there was another construction fence, as reported by local residents in social networks on February 19. According to them, at the place where it was previously planned to build treatment facilities for the reservoir, a building might appear for a restaurant, possibly another shopping centers.
Shopping center or restaurant?
According to the document which on the fence of the construction site, the latter involves the reconstruction of the premises of a non-residential building at the address: st. General Zhmachenko, 9/1. and This is where the information about what will be behind the fence ends.
Interestingly, construction is registered by address.Its name is Limited Liability Company “Family Restaurant” obviously, it also indicates the nature of the use of future premises, because there no other data sources that determine the final purpose of the reconstruction.

The registration of the enterprise was recorded in the Unified State Register of Legal Entities, Individual Entrepreneurs, and Public Associations on December 4, 2019, and in less than a month the enterprise already receives a building permit in the Department of the State Architectural and Construction Inspection in Kyiv.
Who is behind this?

Another co-founder of Family Restaurant LLC is Alexander Ryabtsev. According to the clarity-project, it was he who was the founder and for a long time was the head of the public organization Human Rights Association” Stop MFA” , one of whose statutory tasks was the fight against illegal construction and street furniture.
also, the director of the same chain of Ukrainian cuisine restaurants “Spotycach” is the wife of the deputy of Kyiv City Council from the Dniprovsky district Olis Malyarevich – Alla Malyarevich. They, along with Oleg Orekhov, are also co-owners of the restaurant .
At the same time, “Victory” Park is one of the largest parks in the Dnieper region, where MP Malyarevich repeatedly held entertaining and educational events for the residents of this region, as well as campaigning. However, the current government of Kyiv will constantly come up with schemes according to which the territory of the park is given for use to commercial structures.
Where is the problem?
The park founded in 1965 to mark the twentieth anniversary of Victory in World War II. The central composition of the park is the Immortality Barrow, which was opened on June 21, 1967 in honor of the heroes who sacrificed their lives for freedom and independence during the war. The mound of Immortality is strewn from the land brought from the soldier and partisan graves of Ukrainians whose bodies remained in different parts of the USSR and in other European countries.
Throughout history, park has undergone several reconstructions – the largest of which was in 2012. Then the territory of the park was substantially re-planned: two fountains were built, the Immortality barrow was landscaped, paved with concrete and granite tiles in the alley and paths, and most importantly, the canal that went through the park was deepened.
As a result of the deepening, the area of the lake existing in the western part of the park increased almost 20 times, and the water has become a place of family relaxation for many people of Kyiv. However, such changes in the hydro regime of the reservoir gave their negative consequences.
Designers mistake
Over time, plans for this territory changed and in 2012, a small lake on the western edge of the park began to expand. However, instead of clearing the water springs silted up over the last 70-80 years, the designers took the path of least resistance – they simply deepened the thalweg.
As a result, the flow slowed to almost zero, and the water in the pond began to stagnate and dry. All these processes, especially in the summer, are accompanied by the appearance of a characteristic unpleasant odor, which scares off visitors from the reservoir.
To solve this issue, it was decided by the authorities to equip treatment facilities. Already the building itself was erected. However, as we see, plans for this territory have changed again and only time will show what will appear on the shores of the lake in “Victory” Park .
