On April 27, as part of a weekly briefing on situation regarding the distribution of COVID-19 in Kyiv, the capital’s mayor Vitali Klitschko, announced the dismissal of one of his deputies – Volodymyr Slonchak who attacked police officer.
The conflict Essence
On the evening of April 26, a black Mercedes of Deputy Head of the Standing Commission on Budget and Socio-Economic Development at Kyiv City Council (European Solidarity) Lyudmila Kostenko, was stopped by patrol police of Kyiv. Reason of stopping – the driver forgot to turn on headlights while driving.
In next seat to Kostenko at that time was Volodymyr Slonchak, deputy chairman of the Kiev city state administration.
Without hesitation already a former specialist on issues of self-government authority decided to explain to law enforcement authorities the local authority in this city is more important: “Cops, you know who we are … tomorrow there will be no trace of you here.”
As a result of the actions of Klitschko’s Deputy were qualified as an attack on a police officer, and Slonchak was detained. Neither he nor the driver of Mercedes refused an express test for alcohol.
Recall, according to Article 266 of the Code of Administrative Offenses, persons driving vehicles with respect to which there is reason to believe that they are drunk. In the case of disagreement of the driver on conducting an examination, narcotic or other intoxication or regarding being under the influence of drugs that reduce his attention and speed of reaction, the police using special technical, in case of disagreement with its results, The examination will be in healthcare facilities.
However, officials also refused to go to the health care facilities mentioned by law to undergo the necessary examination immediately.
According to the results of incident, the MERCEDES-BENZ S 500 which worth almost a million hryvna seized, and Slonchak was detained.
Interestingly, the specified Mercedes with number AA2626EK, do not belong to Lyudmila Kostenko. Probably, this was another reason for the refusal to show documents,The deputy also moved to the passenger seat when police stopped the car.
According to the state Data Portal, the car is registered for one legal entity that is registered in Pechers’kyi. In this regard, the car will soon be returned.

“I will not allow the city authorities to be discredited,” the head of the capital said angrily. The mayor also apologized for the behavior of his deputy:”I apologize to law enforcement officers, to the people of Kyiv for the behavior of deputy chairman of Kyiv City State Administration.” He also noted that he was not going to cover those responsible for the incident and did not advise others to do this. “Everyone should answer according to the law equally,” Klitschko added.
