The deputy of the Verkhovna Rada from the party “Opposition platform for life” Ilya Kiva on the eve of the anniversary of the mass shootings on Maidan in 2014 registered two bills in defense of law enforcement officers who opposed the protesters.
The first bill is called: “The draft resolution on the appeal of the Verkhovna Rada of Ukraine to the President of Ukraine on the termination of criminal prosecution and punishment of law enforcement officials who participated in the protection of public order during mass protests in Ukraine from November 21, 2013 to February 21, 2014″, the second one is “The Draft Law on Amending Certain Laws of Ukraine regarding the social protection of law enforcement officials who participated in the protection of public order during mass protests in Ukraine from November 21, 2013 to February 21, 2014.”
Now there are no texts of these documents on the websites of the Verkhovna Rada. However, they were presented by adviser of Ex-president Viktor Yanukovych Andrii Portnov. “Dear deputies, on the sixth anniversary of the mass killings on Maidan, Olena Lukash and I suggest you register our authorship bill to repeal the 2014 law on the amnesty of rioters. Let me remind you that the heroes of the Maidan, by a special law, exempted themselves from criminal liability for the killings of law enforcement officers, sabotage, thievery, robberies,extortion and dozens of other mercenary and violent crimes. This is our civic and social position. We ask all deputies to register. ”,Portnov wrote in Twitter.
“The need for this bill is due to the fact that as a result of the adoption of the Law of Ukraine“ On the Prevention of Harassment and Punishment of Persons with regard to Events that Occurred during Peaceful Meetings, and the recognition of certain laws of Ukraine ”dated February 21, 2014 No. 743-VII invalid, the principles of the inevitability of punishment for illegal actions were grossly violated in our country and the unequal treatment of Ukrainian citizens was fixed at the legislative level, depending on which social group of participants mass protests they belonged to … ” Portnov posted.
“As a result of the events of November 2013 – February 2014, according to various estimates, from 18 to 23 law enforcement officers were killed, 295 law enforcement officers were seriously injured by 29 and moderate injuries, and more than 900 law enforcement officers injuried in total, the relevant criminal offenses were left out of the attention of the pre-trial authorities investigations, and the victims are deprived of the opportunity to bring the perpetrators to justice and compensate for the harm caused to them, “said one of the bills submitted at the initiative of Kyva.
Experts notes that, “Opposition Platform for Life” party does not have a majority in parliament, and other political forces consider only protesters affected in 2013-2014, there is no chance of adopting both bills.
