From January 12, 2020, the Order of the Ministry of Ecology and Natural Resources of Ukraine “On approval of changes to the Method of determining the extent of damage caused by pollution and fouling of land resources through violation of environmental protection legislation” entered into force. As the State environmental inspectorate of Ukraine hopes, this order will make it possible to calculate the large losses caused to nature.
“Thanks to the updating of the document, the amount of compensation calculated by the State environmental inspectorate of Ukraine for particularly high levels of pollution will increase by a factor of 4-6 and the average by a factor of 2-3. To put it simply, violators who dump chemicals into the soil will pay more for their abuse “, – explained on the site of the State environmental inspectorate of Ukraine the head of this department Andrii Maliovanyi.
According to the Head of the SEI (State environmental inspectorate), in the first 11 months of last year the State environmental inspectorate of Ukraine calculated more than half a billion hryvnias losses for damage to land resources. The funds collected from violators are allocated to the state budget for the rehabilitation of damaged land.
The Order states that the amount of damage caused by land pollution consists of the cost of remediation of the effects of land pollution (UAH), the monetary value of land that has been polluted/littered (UAH/sq. m) multiplied by the area of the contaminated land plot (sq. m), land pollution rate, that characterizes the share of the pollutant in the volume of the contaminated land, depending on the depth of impregnation, the pollutant hazard ratio and the ecological value of the land.
