Specialized Division of the Office of the General anti-torture prosecutor and other human rights violations on the part of law enforcers reported bringing to justice, who neglect human rights.
During the first two months of work, the employees of this unit claimed more than 50 criminal proceedings from the territorial bodies of the prosecutor’s office, SBI and the National Police in connection with the failure to conduct an effective investigation into the facts of gross violations of human rights.
Also, prosecutors from the department launched 10 of their own investigations. Already in January-February 2020, they reported suspicion to 6 law enforcement officers over torture, excessive use of force during detention and the implementation of illegal detentions.
The Office of the Prosecutor General reports on the monitoring results: in 2018-2019, the number of registered criminal proceedings in this category is almost 1800 cases per year.First of all, violations were recorded in the actions of employees of the National Police, the State Penitentiary Service and the Security Service of Ukraine.
At the same time, prosecutors report showed that an effective investigation into such facts has not been conducted.The number of torture proceedings sent to the court did not exceed 10 cases per year, for exceeding the powers of law enforcement officers, combined with violence, no more than 60 proceedings per year.
The General Attorney identified the counteraction to human rights violations by law enforcement officers as one of the main priorities of the office of the prosecutor general in 2020.He also created a specialized unit in the structure of the department to work in this direction.
