A new technical regulation of the Ukrainian Ministry of Health for cosmetic products has been submitted to the Cabinet of Ministers of for consideration, which, after adoption, will require that such products in our markets like European standards.“Now in Ukraine there are no regulated requirements for the ingredients of cosmetic products, the chemical composition of cosmetic products is difficult to study and analyze due to the large number of components, the complexity of chemical processes and outdated research methods and devices”, Ministry of Health said.
According to the new regulation proposed by the Ministry of Health, manufacturers of cosmetic products will be able to use only safe dyes and preservatives, so the number of prohibited ingredients in cosmetics products will increase, three times compared with previous standards, that’s mean From 1383 to 400.
“Production based on artificial compounds occupies a significant part of the global market and is in the affordable price segment for consumers. In order to obtain cheap substitutes for natural cosmetic substances, a number of synthetic substances have been created, And with completely new molecules have been developed that do not exist in nature and which can stimulate the growth of cancer cells, cause allergies and inflammation, and accumulate in tissues.
According to the Explanatory note to the new regulation. “The level of development of the Ukrainian market and the opacity of the rules of trade in the perfumery and cosmetics industry contribute to the chaotic spread of any brands and falsified products.”
Of course, any testing of cosmetics on animals will be prohibited. “One of the important aspects of the new regulation is the ban on animal testing of cosmetics. Instead, foreign and national companies should introduce and use the latest technological developments, in particular, alternative methods of testing cosmetic products.
For companies that do not have the capacity to apply the new standards, a transitional period of 18 months from the date of publication of the resolution is provided.
“These changes are an important component of Ukraine’s European integration and the implementation of the terms of the Association Agreement between Ukraine and the European Union,” Ministry of Health statement.
According to our officials, common standards with the EU will help Ukrainian producers of cosmetic products in the medium term to export their products to EU countries and compete in the external.
